We recently had our two water heaters replaced. Ariel did a great job making sure that they were installed and working. We have an older house and Ariel had to solve some connection issues to get everything installed and operational. Very impressed. Was in a bind on a Saturday. Victor came out within 90 minutes of my call and was very knowledgeable about the Flologic leak detection system we had that showed a possible leak. Within 15 minutes he advised the issue was with the valve for that system that got stuck in the off position. He fixed it, tested the system and we were good to go. I'm very thankful for getting in touch with the right company. Victor was very professional, friendly, and if we have any further plumbing or electric issues we will call Titan.

What Gulf City homeowners ask us most often.

Is Gulf City still an actual town?
Not for over a century. Gulf City was a genuine settlement on the south bank of the Little Manatee River, taking root by 1878 with a post office established in 1886 and a recorded population of 76 by 1895. It declined and was effectively absorbed into Ruskin around 1908. The name survives locally, the municipality does not, and the site itself is now residential development.
My mail says Ruskin but people call it Gulf City. Which one matters for a permit?
Neither, strictly. What matters is that this is unincorporated Hillsborough County, so plumbing and electrical permits go through Hillsborough County Development Services. There is no Gulf City building department to call and no Ruskin one either, since Ruskin is also unincorporated. The county issues the permit, inspects the work and closes it out regardless of which name you use for the area.
Is the housing here as old as the name suggests?
Not remotely. Across the surrounding 33570 area the census counts about 14,927 housing units with a median build year of 2005, and more than 9,100 of them have been built since 2000. Only around 202 units date to 1939 or earlier. The history is nineteenth century. The plumbing and wiring we actually work on is overwhelmingly twenty first century construction.
This area sits on the Little Manatee River. What does that mean practically?
River proximity plus proximity to the bay means water can arrive from two directions, rainfall driven river rise and wind driven surge. During 2024 both Helene in late September and Milton in early October affected south Hillsborough. The sensible response is elevation of vulnerable equipment: water heaters, exterior disconnects, sub panels and pool gear, rather than relying on a system to keep the water out.
Who bills water and sewer around Gulf City?
Hillsborough County Public Utilities serves this part of south county, which puts you on the county's cross connection programme with annual testing required on every backflow assembly, and no lighter residential option. Tampa Electric supplies power. Because the rules follow the utility rather than the address, the name on the bill is what determines your obligations, not the historic place name on the map.
Should I get an inspection before buying a house out here?
For a house built since 2000, an inspection is less about hidden decay and more about what previous owners added. Unpermitted lanai wiring, pool equipment, well pumps, sheds and workshop circuits are common findings on larger south county lots. An electrical safety inspection documents what is actually installed and whether it was done to code, which is worth having before you own the consequences.
Do you actually cover Gulf City, or only Ruskin?
We cover it, and in practice the two are the same trip. Because Gulf City no longer exists as a separate place, service coverage here is simply south Hillsborough County coverage. We work Monday through Saturday and are closed on Sundays. Give the crossroads or the subdivision name rather than the historic place name when booking, because dispatch works from the address.
